2010 State Legislative Agenda

- Introduce legislation allowing local road jurisdictions to permit the movement of divisible load vehicles hauling production agriculture loads which exceed size and weight limits on roads for the shipment to and from a specified farm. 

- Introduce legislation that limits the term of county/municipal boundary agreements to five years in length and subjects such agreements to public notice and public hearing.

- Introduce legislation to preempt anticipatory nuisance suits against owners of proposed livestock facilities or expansions to existing facilities that are in compliance with the Livestock Management Facilities Act.

- Seek passage of a state budget that provides maintenance levels of funding for core agricultural programs within the current tax structure. Due to the current economic downturn, combined with the current state budget deficits, a no-growth program budget must be adhered to.

- Seek passage of legislation to allow equine harvesting in Illinois.

- Seek passage of legislation that limits a landowner's liability when their property is used by invited guest(s) for recreational purposes.

- Seek passage of legislation that allows a defendant to receive payments by a plaintiff(s) for costs and reasonable attorney fees by a prevailing defendant in any nuisance action against a farm.

- Seek passage of legislation to restore statute to allow ATVs and UTVs to be used on roads for farming purposes and allow these vehicles to cross roads.

- Seek legislation that would establish that at least one member of the University of Illinois Board of Trustees have an agricultural background.

- Seek legislation or regulatory changes to expedite the ability of the Illinois Department of Natural Resources to issue nuisance permits and/or expand the ability of the landowner to use 
the permit.

- Support the ability of county governments and municipalities to establish local Purchase of Agricultural Conservation Easement to purchase agricultural conservation easements to encourage farmland preservation. 

- Support the livestock production industry as a viable segment of the agricultural industry and encourage responsible management practices for all producers to enhance the quality of life of rural residents and ensure compliance with state and federal regulations.
